KiwiRail has 'negative value' – Bill English

National is accusing Labour of making unrealistic financial commitments to KiwiRail in the lead up to the last election, claiming that KiwiRail now has “negative value” and further expenditure is under review.

Infrastructure Minister Bill English suggested in the House yesterday that Labour’s pre-election campaign promises concerning the KiwiRail investment were little more than empty promises, carefully orchestrated “press releases” that would end up costing an unrealistic $3 billion.

Former finance minister Michael Cullen had aimed to set aside $1 billion for investment over five years, with a confirmed additional $121 million available in the first year.

This is above Labour’s $80 million dollar firm commitment to new rolling stock, which National announced yesterday would be spent on new Chinese locomotives.

Mr English says that while the government is working on a closer relationship with the KiwiRail board, National would not just “write out a cheque” for a further $130 million without knowing what it was going to be spent on.

Speculation that National is setting the new state-owned enterprise up to fail in order to exit the business were knocked back by Mr English, who argued that Labour left KiwiRail in such bad shape it would be unsellable even if he tried.

"The Government is the owner of a business now that probably has no value, in fact has negative value, having just 8 months ago paid almost a billion dollars for it. We will have to keep this business and try to make it work, because no one in his or her right mind would be willing to pay anything like what the taxpayer has put into it," he says.

Labour bought the state owned enterprise purchased from Toll Holdings in May last year for $690 million, not including around $200 million of debt and other costs, that pushed the cost more realistically toward $1 billion.

The rail network was valued as low as $120 million in 2006.

Allegations that former owner Toll is still getting preferential treatment as part of its sale have angered local freighting companies such as Mainfreight.

Just amazing how Labour had any support at all when this is the way they ran things

With ACC, Railways, Government Guarantee on Finance companies and other blunders, Phil GOFF should get rid of these stagnant MPs ASAP, and hope their Labour Party will not be tarnished by them.

They are not doing anything just complaining about the Labour government. This is not why I pay my taxes. I expect RESULTS not WORDS. If you can’t deliver – resign.

it had negative value when it was bought - toll was a seller desperate to get rid of it, - nonethless Cullen and Co still did a sweet heart with the australians and then crowed about it- and it sounds like they still don't get it - we gifted close to a billion to the aussies - and this was by a bunch of people who claim offshore owners are the devil incarnate - - Cullen's attitude at the time was bizarre and seemed to be "you can own our cash, in fact how much do you want ? but you can't own our assets"

I wonder what we would find if we were to have access to various Trusts and other vehicles in associated parties names? Interesting?

Both those idiots knew that they were paying over the odds, they also knew that they would not get back into power and this whole KiwiRail exercise was done to spite National.

They knew that John Key would prefer to be able to get rid of Kiwirail and by paying way over the odds ensured that the taxpayers are stuck with this lemon. The Aussies must have been laughing all the way to the bank.

Cullen and Clark should be held responsible for this gross waste of 'our' money!

The purchase of KiwiRail was an obvious ploy by Cullen & Clark to poison the chalice as they passed it over to National.
They knew they couldn't win the election, so why not screw National over?

Max - do you consider the purchase an acceptable business decision then? Labour have been shown for what they are over this saga, I can't wait for their red headed little cheerleader (Darren Hughes) to again pipe up and again complain that National aren't throwing enough money at Kiwirail. Labour wouldn't know business sense if it smacked them around the chops.

And most NZ homes have negative value at the moment too.....

what are the odds that Bill closes down vast miles of railway tracks? or he be more benevolent. Maybe John will insist on keeping at least some tracks open for the tourists?

Who sold off rail in the first place .who let it run into the ground ? who didnt know how many shares he held in NZ rail who had shares in it when he held was making decisions on it's futures?? perhaps if you can answer those questions we may begin to see who caused and knew about the problems ??

Give Kiwirail to Mainfreight the best run trucking company in NZ thay will sort it out.

Mainfrfeight a trucking company ? - get real they mostly employ subbies and if rail or shipping gives them a better linehaul cost structure they will be out of long distance trucking tomorrow.
