UPDATED: Transition Authority reveals super city plans

The Auckland Transition Authority this afternoon released details on what the new council (super city) will look like, including a significant reduction of staff.

A discussion document shows a draft organsiational structure, the scope of change to the workforce (although numbers were not included) and protocols and processes during the recession.

Most corporate services, planning, policy and strategy functions will be centralised.

The council will take the role of both a regional council and a local council, with a governing body (mayor and councillors) along with local boards.

The two tiers will share decision-making. The mayor will have a dedicated budget and resources, and management roles will be culled to ensure they are "significant and meaningful," the document said.

The structure will have three major groupings; operations, strategy and planning; and finance, along with specific functions including human resources and communications, reporting to the chief executive.

The timeframe for change by November 2010 was tight, but key focus will be on ensuring service delivery, it said.

The ATA said it was too early to give all employees a definite view on their jobs, however it said:

  • Libraries
  • Parks
  • Recreational facilities
  • Social housing
  • Local community development and funding
  • Youth, safety and other community programmes and initiatives
  • Local events
  • Infrastructure services (stormwater, transport and water services)

 

Feedback is being sought and final approach will be released in January 2010.
