A secret meeting in Doha between senior energy officials from Russia, Saudi Arabia, Qatar and Venezuela has agreed to freeze oil output productions in an attempt to reduce the current supply glut.

However, the deal is contingent on all Organisation of the Petroleum Exporting Countries (OPEC)
