Brownlee exercises his sweeping new powers
Canterbury Earthquake Recovery Minister Gerry Brownlee recently used extraordinary powers to order Environment Canterbury to prepare a Land Use Recovery Plan.
He did so using an Order in Council under the Canterbury Earthquake Recovery Act, which confers the most sweeping powers claimed by any New Zealand government since World War II.
This direction was published in the NZ Gazette on November 15, 2012.
The move largely escaped scrutiny of analysts and media because the explanations were unclear.
