Caygill defends Ecan water plans against declining quality

Environment Canterbury commissioner David Caygill is defending the region’s water strategy in the face of new reports about deteriorating water quality.

He says for the first time property owners face nutrient leaching rules but it will take decades to fix damage already done.

Mr Caygill and fellow commissioners were appointed by the National government in 2010 to fix the region’s water problems.
