The Criminal Proceeds (Recovery) Act 2009, in contrast with the Proceeds of Crime Act 1991 it replaced, enables the targeting of criminal proceeds without a conviction necessarily being obtained.

This can result in property being restrained for long periods before or if a conviction is obtained.
