However, while there was a drop in the monthly figures, there was an 8.9 percent increase in the annual residential consent value -- but still 11 percent below 2008.
Non-residential consents dropped by 18 percent to $332 million in December compared to December 2009, and the annual value fell 17 percent.
"In December 2010, consents were issued for 994 new homes including apartments," business statistics manager Louise Holmes-Oliver said.
"This is the first time the number has dropped below a thousand in a December month since the series began in 1965."
Of those 994 consents, 85 new apartments were authorised.
In Canterbury, about 30 earthquake-related consents were identified in December, including two homes. The total value of consents was $10 million.
