Prime Minister John Key has launched the long-awaited Defence Force White Paper, saying long-term reforms will enhance capabilities of the navy, army and air force.
The White Paper is the first comprehensive review of the Defence Force in 13 years and provides a blueprint of the strategic and defence challenges for New Zealand over the next 25 years.
Launching the strategy with Mr Key in Auckland today, Defence Minister Wayne Mapp said the combat effectiveness of the land forces would be augmented.
"Air and sea transport capabilities will be maintained and improved. We will invest in the ANZAC frigates to ensure they continue to add value to coalition operations."
Dr Mapp said Defence Force resources would be redistributed to sustain and build front-line capabilities and new ways of doing business would be identified.
"We have addressed financial issues in detail. We must plan now to replace the strategic air transport and air surveillance fleets, and the naval combat force.
He said the White Paper also introduced a new approach to managing the Defence Force's workforce.
"The goal is to put people with the right skills into the right jobs. This means employing military personnel in military jobs, and having civilian staff in roles which do not require military skills."
Progress will be reviewed after five years.
