Justice Chislom has refused to reverse his earlier ruling that Gerry Brownlee overstepped his powers under the Canterbury Earthquake Recovery Act.
Environment Canterbury has failed to overturn a judicial review of an urban planning fast track by Earthquake Recovery Minister Gerry Brownlee.
The regional council must also pay costs.
