Holmes Consulting provided four reports stating that the Pyne Gould building in Christchurch was safe.
In the February 22 earthquake the building collapsed killing 18 people.
A Royal Commission hearing into the Canterbury earthquakes heard evidence this morning that tenants became concerned after the 2010 Boxing Day earthquake when they discovered more cracks.
The building is owned by investor Stephen Collins, former owner of Harcourts.
After the first September 4 earthquake he employed the firm to inspect the building and Harcourts commissioned the reports from Holmes Consulting.
