iSite has asked the Commerce Commission for permission to buy OTW Advertising's billboard assets.

The Infratil subsidiary claims in its application that OTW faces "strategic challenges" in expanding a competitive presence beyond its current niche and says the merged parties could compete more effectively with others in the market than they could do so independently.

The Commerce Commission has published a statement of preliminary issues saying its decision will rely on the definition of the markets covered by the parties and on the existing competition.

iSite provides what is known as 'out of home" (OOH) advertising including outdoor billboards, advertising space on buses, and signage at airports.  OTW 's only OOH services are nationwide billboards.

The Commission¹s statement and the public version of the application are available at www.comcom.govt.nz/clearances-register/
