National has mandate for change but final result still not clear

Under the election night results National and Act have a majority, but only just.
The National Party’s strategy team is meeting this afternoon as it considers its approach to forming the next government.
In the preliminary results for the election National won 38.99% of the party vote, while the Labour Party won just 26.85%.
