RBNZ: Wheeler turns dovish

Today's no change decision by the Reserve Bank is not a surprise: what is more surprising is the sharp shift in tone.

Governor Graeme Wheeler appears to be leaving open the possibility of an official cash rate cut from its present level of 3.5%.
