Building consent figures showed signs of life in November, thanks to retirement villages, construction for education and factories.

Statistics New Zealand (SNZ) said the value of non-residential building consents reached the highest level since May 2009, at $479 million in November.

In total, 1470 new dwelling units were authorised, of which 226 were new apartment units including 154 assisted living apartments associated with retirement villages.

The total was 2 percent down on a year earlier, while the apartment excluded number for new dwellings of 1244 was down 15 percent. When seasonally adjusted the total was up 8.8 percent, while with apartments excluded the number was down 2.6 percent.

The value of all residential building consents, including alterations and additions, was $514m which was 4.4 percent lower than November 2009 but still the third highest figure for the past two years.

The value of consents for all buildings in November was $993m, up 7.2 percent from a year earlier, and the highest amount since September 2008, SNZ said.

For education buildings, the value of consents was up $72m from November 2009 to $119m, while for factories and industrial buildings it was up $60m to $102m.

Consents for hospitals and nursing homes were worth $56m less than a year earlier at $38m, and for offices and administration buildings the value also fell $56m, to $40m.

For the year to November the value of consents for all buildings slipped $32m or 0.3 percent to $9.54 billion, with residential buildings up $637m or 13 percent to $5.7 billion, and non-residential buildings down $669m or 15 percent to $3.84 billion.
