Agriculture Minister David Carter says he has no idea why a parcel containing dead flies was sent to him.
The whole executive wing was evacuated for 2-1/2 hours yesterday when the package was discovered about 8am in Mr Carter's office on the fifth floor of the Beehive.
The parcel was wrapped in brown paper and inside was a note saying "this is a New Zealand cluster bomb".
Mr Carter said he had not seen the package himself and did not know why it was sent to him. He said it contained "a lot" of dead flies.
Police are now investigating.
Prime Minister John Key yesterday said he had been advised the parcel went through the appropriate screening requirements as it came into the building and nothing at that point detected. It was when it was unwrapped in the minister's office that the note was found.
