The Health Promotion Agency (HPA) spent $1.79 million on its recent childhood obesity campaign but a marketing expert says it may struggle to resonate with audiences.

Big Change Starts Small was developed “to raise awareness and generate discussion about childhood obesity in New Zealand,”
