Two women are predicted to be the biggest winners when the new cabinet is announced.

iPredict has forecast that former police and corrections minister Judith Collins has an 88% chance of picking up former justice minister Simon Power's portfolio.

A lawyer before she entered Parliament, she also appears well-placed to pick up Mr Power's commerce portfolio.

However, the biggest mover on iPredict's 20-member cabinet list is Hekia Parata.

Ms Parata, who was ranked at number 20 in the last National cabinet, is at number eight in iPredict's cabinet rankings forecast.

Another big mover on the iPredict cabinet list is Amy Adams, whose sure handling of her select committee jobs last term has her forecast to rise from the backbenches to number 16 in National's rankings, leapfrogging current cabinet ministers Phil Heatley and Kate Wilkinson in the process.

iPredict has forecast Finance Minister Bill English has a 97% probability of retaining his portfolio, although Jonathan Coleman is only a 53% chance of retaining his immigration portfolio.

It has predicted that David Parker is favourite to succeed Phil Goff as Labour Party leader.

The Labour caucus is meeting this morning, with Mr Goff due to speak to journalists at its conclusion.
