UPDATE: In a surprise move, Telecom has backed 2degrees' call for unsold 4G spectrum to be left on the shelf, and sold later.

After raising $176 million from the first round of 700MHz spectrum bidding, the government has the option to but the remaining 5MHz  back on the block, or retain it
