Auckland Mayor Len Brown says the council will compromise on the Draft Unitary Plan, which aims to house an extra one million people in the country's largest city by 2040.
The council's Draft Unitary Plan has received criticism from a number of Auckland communities, leading Mr Brown to say he would be backing down on some parts of the proposal.
"In some instances it'll be tweaks, in other instances, it'll be significant changes," he said on TV3's The Nation.
"The important thing here is this is the first draft plan, this is the beginning of the process. We have no silver bullet."
But Mr Brown was adamant he would not be backing down on selling the council's assets to pay for the proposed central city rail link.
"I have made very clear commitments. I was elected on this platform, we are not selling the Airport shares and/or the Port shares."
Mr Brown said he believed it would be possible to get the government to back the new transport system.
