Mr Goff will make his year-opening state of the nation speech in Auckland this afternoon.
He will speak about growth, unemployment, and outline an action plan, he told Breakfast TV.
New Zealand needed a clever, high-tech, high-wage economy, with strong research and development, he said.
The speech would also talk about skills training and monetary policy and touch on tax.
"We have a nation divided by people struggling to make ends meet while 700 people who earned more than a million a year last year got over a $1000 each a week in tax cuts. I want a fairer tax system that will deliver for all New Zealanders."
