The government is expected to announce tomorrow another step in its preparation for a referendum on the electoral system.

Justice Minister Simon Power has been preparing a bill for a referendum to be held at the same time as the 2011 general election.

In the initial stage, voters will be asked whether they want to retain MMP. Those who don't can then choose a list of other options.

If a majority don't want to retain MMP, a second, binding referendum will be held with the 2014 general election asking voters to choose between MMP and the preferred option chosen in the first referendum.

Mr Power's bill will set out the options for the first referendum.

He is also expected to release tomorrow a draft of new electoral finance laws to replace the Electoral Finance Act, which was repealed soon after last year's election.
