Mr Henderson, who owes more than $100 million, has promised to pay his creditors $1.5 million from a contract to redevelop Auckland's Victoria Park Market.
The IRD opposed the application, arguing he is a risk to the integrity of the New Zealand tax system, while Bankwest also opposes it on the grounds it wasn't served notice of the creditors meeting and missed out on the chance to vote against it.
Mr Henderson faces bankruptcy if the proposal is rejected.
