The cabinet has not yet decided on when the switch from analogue to digital TV will take place, Prime Minister John Key said .
Discussions have been taking place over whether the total switch to digital should be brought forward from 2015 to 2013.
Broadcasting network operator Kordia, a State-owned company, has warned that an early switch could have see a significant loss of revenue for it.
Kordia chairman David Clarke wrote in a letter to State-Owned Enterprises Minister Simon Power that "the impact [of an early switch] on the financial performance of the company will be severe."
Media obtained the letter among under an Official Information Act request. The size of the potential loss was deleted from the documents it received.
"I know they are under tremendous pressure," Mr Key told reporters yesterday.
"I have certainly seen in terms of the SOE reporting that they have financially been not in a position to pay a dividend."
While a decision had not yet been reached, Mr Key said his "instinct" was for 2015 but detailed discussions needed to be held.
