Electoral Commission stats put non-voting block a close second to National.
Just under one million of those enrolled to cast a ballot — just a whisker behind the 1.01 millon who vote for National (with just under 300,000 special votes yet to be counted).
The Electoral Commission estimates 77.04% of enrolled voters took part in the election.
Participation was an improvement on the 74.2% turnout in 2011, which was the worst in percentage terms since before women got the right to vote in 1893.
The modest turnaround was perhaps in response to liberalised early voting rules, and more early polling places, that saw 718,000 cast an advance ballot. .
Turnout has been heading south since the 1960s, when it consistently reached 90%, with the decline accelerating since the introduction of MMP.
