Perennial activist and litigant Penny Bright has had her appeal against late rate payment costs labelled as having “no factual or legal basis” by Auckland Council’s lawyer.

Ms Bright is appealing the council’s win in the Auckland District Court, which resulted in the court ordering her to pay
