State services suffer from inconsistent leadership and a lack of direction and vision, the latest Performance Improvement Framework reviews show.
The State Services Commission, Treasury and Department of the Prime Minister and Cabinet today released reviews for Treasury, New Zealand Transport Agency (NZTA), New Zealand Trade and Enterprise (NZTE), the Social Development Ministry and Inland Revenue.
The reviews found that State services were good at responding to what Governments wanted but weaker on long-term work.
Areas of strength included achieving short to medium term tasks, engaging with ministers, regulatory compliance, strong organisational cultures and good relationships with partners.
However, areas of worse performance raised included evaluation, provision of alternative advice, and long term strategy.
Leadership and governance suffered from inconsistency and a lack of direction and vision. Also there were issues with strategic thinking and leadership and keeping the public informed about what they were doing.
Agencies also needed to be better at financial planning.
Of the individual organisations reviewed NZTE scored the poorest facing a range of criticisms such as that it avoided risks and worked around problems rather than fixing them.
