Dr Mapp said the project would involve upgrading the main runway and taxiways, improving stormwater drainage and installing new airfield lighting.
"Whenuapai has a key role in accommodating and supporting air force capabilities for New Zealand Defence Force operations at home and abroad," he said
"The work will improve operating conditions for the maritime and transport aircraft which operate from Whenuapai and enhance the safety and reliability of the airfield infrastructure."
Dr Mapp said the current runway at the airfield was built shortly before World War 2 and was constantly requiring repairs.
"This ensures we have a runway that will last at least another 40 years."
Fulton Hogan Auckland would lead the upgrade, which was expected to begin this month and be completed in May next year. The airfield would remain open while the work was carried out.
