Japanese Prime Minister Shinzo Abe is vowing to push forward with efforts to decentralise farm lobbies in a move that should prepare the sector for entry into the Trans-Pacific Partnership.

“We can no longer hold off on an all-encompassing agricultural reform,” Mr Abe said at the top of a policy
