Consumers are becoming less pessimistic about the economic outlook, despite conditions remaining incredibly tough. The latest Westpac-McDermott Miller Consumer Confidence Index rose 9 points in September to 90.8. A reading below 100 signalled that the pessimists outweighed the optimists. Westpac
