English to unveil second surplus this week on back of boom
The tax revenue increase is double what the Treasury forecast.

Bill English will probably unveil a second surplus this Thursday.
The finance minister will release the final accounts for the year to June early on Thursday afternoon. Based on what is already known, it should contain another surplus.
