Even in cities with plenty of flat land prices are higher than might be expected in a well-functioning market.

Land use regulation is adding up to $530,000 to the cost of an average Auckland home.
A government commissioned report says up to 56% of a house’s cost occurs because of the restrictions councils apply, including height, lot sizes, heritage, zoning and urban growth boundaries.
