New Zealand’s prisons should predominantly be used for rehabilitating prisoners, according to NBR member subscribers.

However, the poll was a tight call. When asked what the primary purpose of our prison system should be, 47% voted ‘punishment’ and 53% voted ‘rehabilitation.’
