Vodafone has been accused of manipulating the structure of its debt to its UK parent to lower the amount of tax it pays in New Zealand.
Budget 2015 did not see New Zealand immediately follow Australia, which from January 1 will introduce tighter rules around tax avoidance by multinationals,
